When using absolute rotation values, the bone is shoved to the location of its parent bone. In other words, if you set an absolute rotation value for the lower arm, it will rotate correctly, but the entire lower arm will get shoved up right along with the upper arm, so the upper arm and the lower arm are both sprouting out of the shoulder.

Additionally, it appears that setting bRelative to false doesn't actually rotate the bones according to absolute axes, anyway. The thread mentioned in the bug description has been updated with details about this second problem.
