When writing a custom shader, you can access the texture layers by their numbers and do whatever you want with them. TVLandscape has a SetShader method, but doesn't have a SetTextureEx(int layerNumber, int textureNumber, int chunkID) which it would need to be able to set the different stages. So we're limited to using 1 texture in landscape custom pixel shaders... and it's impossible to do effects like bump-mapping and texture splatting ourselves.
